The Urban League of Greater Pittsburgh is committed to helping individuals and families overcome the financial barriers that often make homeownership seem out of reach. Through our partnership with the PHARE program, administered by the Pennsylvania Housing Finance Agency (PHFA), we provide down payment and closing cost assistance to eligible first-time homebuyers.

What Is the PHARE Program?

The Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) Fund was created to expand affordable housing opportunities across the state. Through this initiative, PHFA provides funding that the Urban League of Greater Pittsburgh can use to support local homebuyers.

Our partnership with PHARE enables us to offer financial assistance that reduces the burden of down payments and closing costs—critical steps toward securing a safe, stable home.

Down Payment Assistance Eligibility

PHARE assistance is designed for households who meet income requirements and have completed homeownership education and counseling through our program. To qualify, applicants must:

  • Meet income eligibility limits at or below 50% of the area median income (AMI)
  • Complete the PHFA-approved homebuyer workshop
  • Participate in one-on-one counseling with a HUD-certified Urban League counselor
  • Demonstrate readiness for homeownership based on credit, financial stability, and action-plan progress
